Ensuring protection and dignity of labourers is our responsibility: Chief Minister Shri Vishnu Deo Sai

Raipur, April 28, 2026/ Chief Minister Shri Vishnu Deo Sai on Tuesday chaired a high-level review of the Labour Department at Mantralaya Mahanadi Bhawan and directed officials to ensure that benefits of welfare schemes reach labourers at the grassroots. He said the real impact of schemes will be visible only when they reach the last-mile and are implemented effectively on the ground. Labour Minister Shri Lakhan Lal Dewangan also attended the meeting.

Chief Minister said several initiatives have been taken for labourers’ welfare under the leadership of Prime Minister Shri Narendra Modi, including the introduction of four labour codes. He directed officials to ensure effective implementation of the Code on Wages, 2019, Industrial Relations Code, 2020, Social Security Code, 2020, and the Occupational Safety, Health and Working Conditions Code, 2020 in the state.

Chief Minister said the Labour Department plays a crucial role in improving the lives of labourers. He directed officials to ensure effective implementation of schemes and to carry out surprise inspections of industrial units using technology to safeguard labourers’ rights. He added that these efforts are giving a new direction to the social and economic empowerment of labourers in Chhattisgarh.

Chief Minister also launched the ‘e-Shram Saathi’ mobile application, described as "Chhattisgarh Digital Labour Chowk" to help labourers access employment opportunities from home. He said labourers form the backbone of the economy and their welfare must remain a priority.

The review meeting covered the structure of the Labour Department, the Labour Commissioner’s organisation, industrial health and safety systems, and the functioning of the three major boards. Emphasis was also laid on implementing schemes through labour offices in all districts and organising periodic training programmes to ensure that labourers are informed about the schemes and are able to benefit from them.

Under the Building and Other Construction Workers Welfare Board, more than 33.14 lakh workers have been registered since September 5, 2008. The board runs 26 schemes and has notified 60 categories of labourers. In 2025–26, Rs 315 crore was collected through cess, taking the total collection to Rs 2,808 crore since inception. As of March 2026, Rs 2,558 crore has been spent under various schemes.

Several welfare schemes are being implemented in the state, including the Minimata Mahtari Jatan Yojana, Mukhyamantri Noni Sashaktikaran Yojana, Naunihal Chhatravriti Yojana, assistance for death and disability of construction workers, Siyan Assistance, Noni-Babu Medhavi Shiksha Sahayata Yojana, housing assistance, free coaching support, and the Didi e-rickshaw scheme. Under the Atal Utkrisht Shiksha Yojana, 100 students are selected each year in Class 6 on merit. Currently, 95 students from 31 districts are studying in 14 schools across eight districts. From the current academic session, the number of seats has been increased to 200.

The Chhattisgarh Unorganised Workers Social Security Board and the Labour Welfare Board are also implementing multiple schemes. The Labour Welfare Board runs 14 schemes with a budget provision of Rs 5.21 crore for 2025–26. Outreach is being carried out through initiatives such as the Shaheed Veer Narayan Singh Shram Ann Yojana, shram sammelan, and mobile camps.

Emphasising digital services, Chief Minister directed officials to ensure proper beneficiary identification through e-KYC. Around 55 percent verification has been completed, with the remaining work in progress. He also stressed strengthening initiatives such as the ‘Mukhyamantri Shramik Sahayata Kendra’.

रायपुर, 28 अप्रैल 2026/छत्तीसगढ़ शासन द्वारा वरिष्ठ नागरिकों के सम्मान, सुरक्षा और समग्र कल्याण को सर्वाेच्च प्राथमिकता दी जा रही है। मुख्यमंत्री श्री विष्णु देव साय के नेतृत्व में राज्य सरकार ने वृद्धजनों के लिए एक मजबूत और संवेदनशील सामाजिक सुरक्षा तंत्र विकसित किया है, वहीं समाज कल्याण मंत्री श्रीमती लक्ष्मी राजवाड़े के मार्गदर्शन में विभागीय योजनाएँ प्रभावी रूप से धरातल पर क्रियान्वित हो रही हैं। इन प्रयासों से वरिष्ठ नागरिकों को आर्थिक, सामाजिक और भावनात्मक रूप से सशक्त बनाया जा रहा है।

सरल प्रक्रिया, सहज लाभ

राज्य में वरिष्ठ नागरिकों को योजनाओं का लाभ प्राप्त करने के लिए किसी अलग “सीनियर सिटीजन कार्ड” की आवश्यकता नहीं है। आधार कार्ड एवं अन्य वैध दस्तावेजों के माध्यम से आयु और पात्रता का सत्यापन कर सीधे लाभ प्रदान किया जा रहा है, इससे पूरी प्रक्रिया पारदर्शी, सरल और सुलभ बनी है।

वृद्धाश्रम :- सम्मानजनक जीवन का आधार

प्रदेश के राजधानी रायपुर सहित विभिन्न जिलों में संचालित 27 वृद्धाश्रम निराश्रित एवं असहाय वरिष्ठ नागरिकों के लिए सुरक्षित आश्रय बनकर उभरे हैं। वर्तमान में यहां 675 वृद्धजन लाभान्वित हो रहे हैं। यहाँ निःशुल्क आवास, पौष्टिक भोजन, वस्त्र और अन्य आवश्यक सुविधाएँ नियमित रूप से उपलब्ध कराई जा रही हैं, जिससे उन्हें गरिमापूर्ण जीवन जीने का अवसर मिल रहा है।

पैलिएटिव केयर (प्रशामक गृह) :- विशेष देखभाल की व्यवस्था

गंभीर रूप से बीमार एवं बिस्तर पर आश्रित वृद्धजनों के लिए राज्य में 13 प्रशामक गृह संचालित हैं। वर्तमान में रायपुर, कबीरधाम, दुर्ग, बालोद, रायगढ़ एवं बेमेतरा में 140 वरिष्ठ नागरिक लाभान्वित हो रहे हैं। इन केंद्रों में निरंतर देखभाल, उपचार सहयोग और आवश्यक सेवाएँ प्रदान की जाती हैं, जिससे संवेदनशील स्थिति में भी उन्हें मानवीय और सम्मानजनक जीवन मिल सके।

वृद्धावस्था पेंशन :- आर्थिक संबल का आधार

सामाजिक सुरक्षा के तहत पात्र वृद्धजनों को नियमित पेंशन दी जा रही है। बीपीएल एवं एसईसीसी वंचन समूह के वृद्धजनों को 500 रुपए प्रतिमाह तथा 80 वर्ष से अधिक आयु के नागरिकों को 680 रुपए प्रतिमाह पेंशन प्रदान की जा रही है। यह सहायता उनके दैनिक जीवन में आत्मनिर्भरता और आत्मसम्मान को मजबूती देती है।

सहायक उपकरण और तीर्थ यात्रा :- नई ऊर्जा का संचार

वरिष्ठ नागरिक को सहायक उपकरण प्रदाय योजना के अंतर्गत राज्य शासन द्वारा गरीबी रेखा के नीचे जीवन यापन करने वाले 60 वर्ष या उससे अधिक आयु के निराश्रित वृद्धजनों को उनकी आवश्यकता के अनुसार सहायक उपकरण उपलब्ध कराए जा रहे हैं। इस योजना के तहत चिकित्सकीय परामर्श के आधार पर अधिकतम 6900 रुपए तक के उपकरण जैसे व्हीलचेयर, वॉकर, बैसाखी, छड़ी, श्रवण यंत्र, चश्मा, ट्राइसाइकिल सहित अन्य आवश्यक सामग्री प्रदान की जाती है, जिससे उनका जीवन अधिक सहज बन सके।

19 प्रमुख तीर्थ स्थलों की तीर्थ यात्रा योजना के माध्यम से उन्हें आध्यात्मिक और मानसिक संतुलन का अवसर मिल रहा है, जो उनके जीवन में नई ऊर्जा का संचार करता है। वित्तीय वर्ष 2025-26 में 14 यात्राओं के माध्यम से 10 हजार 694 हितग्राहियों को लाभान्वित किया गया है।

समग्र कल्याण की दिशा में निरंतर प्रयास

Under Mukhyamantri Swasth Bastar Abhiyan, doctors and medicines are now reaching deep forest settlements where access to healthcare once seemed nearly impossible.

More than a government initiative, this campaign has emerged as a new ray of hope for tribal communities living amidst the hills of Bastar. This campaign is inspiring vision of a healthier future to even the last person of the last row.

Doctors at the Doorstep, Diagnosis in Every Hamlet

The campaign’s defining strength lies in its outreach. Health workers are no longer waiting in hospitals for patients to arrive. Instead, they are walking into remote villages, often on foot, carrying healthcare to the doorstep of those who need it the most.

On-site screening and treatment are being conducted for diseases such as malaria, tuberculosis and leprosy. Efforts are also underway to identify and treat serious ailments including hypertension, diabetes, sickle cell disease and cancer, along with other lifestyle disorders.

The Power of Determination: A 310-Km Journey to Save a Life

A recent case from Putepadh village has come to symbolize the commitment driving this mission. Under the guidance of Sukma Collector, the Potkapalli team ensured a patient was transported via Kistaram to the district hospital in Sukma.

The 310-kilometre journey was not merely a medical referral. It was the result of effective counselling, timely decision-making and robust follow-up, culminating in the saving of a precious life. It stands as a living example of service delivered with dedication and urgency.

Ayushman Bharat Frees Families from Financial Distress

According to Chief Minister Shri Vishnu Deo Sai, the Ayushman Bharat scheme has proved to be nothing short of a lifeline for poor families.

With free treatment of up to Rs 5 lakh available, rural households no longer have to sell land or incur debt for medical care. Recently, Ayushman cards were issued on the spot to 14 patients in Kistaram and Maraiguda, ensuring treatment was not delayed even by a moment.

Where Ayurveda Meets Modern Medicine

With nearly 44 per cent of Chhattisgarh under forest cover, the state possesses immense medicinal wealth. Chief Minister Shri Sai also highlighted the contribution of padamshri Hemchand Manjhi, underlining how traditional Ayurvedic knowledge has shown possibilities in treating even serious diseases such as cancer.

The state government is now working to strengthen this convergence of modern healthcare and traditional medicinal wisdom, while promoting the region’s rich natural resources.

Raipur April 28, 2026/ In a find that adds depth to Central India’s documented intellectual history, a set of 326-year-old handwritten manuscripts has been identified and digitised at the Sadhguru Kabir Ashram in Damakheda, located in Simga block of Chhattisgarh's Balodabazaar-Bhatapara district. The discovery has emerged from the ongoing Gyan Bharatam National Manuscript Survey, an initiative aimed at mapping the presence of manuscripts across India and laying the groundwork for their systematic preservation, research, and digitisation.

The exercise, carried out under the guidance of District Collector Shri Kuldeep Sharma, has brought into focus a body of work that dates back to 1700 AD. Beyond their religious significance, the manuscripts reflect a sustained tradition of knowledge writing in the region, preserved across generations.

Four ancient texts were documented at the site. These include Anurag Sagar, Ambu Sagar, Deepak Sagar, and Gyan Prakash. All four works, written in Devanagari and attributed to the ninth Acharya Pragat Naam Saheb, stand as records of the region’s literary tradition. The manuscripts have been digitised using the “Gyan Bharatam” mobile application in the presence of the village sarpanch.

Meanwhile, the survey has also led to another important archival recovery. At the Sonakhan Museum, officials documented a manuscript dated 10 December 1857. It records the execution order issued by the British administration against Shaheed Veer Narayan Singh, recognised as Chhattisgarh’s first freedom fighter. The document serves as direct evidence of his martyrdom during the early phase of the freedom struggle.

Collector Shri Kuldeep Sharma has urged residents to come forward if they possess handwritten manuscripts, copper plates, or palm-leaf records. He clarified that ownership of original documents will remain with individuals or institutions, and only digital copies will be created for preservation. The “Gyan Bharatam” initiative aims to preserve India’s intellectual and cultural heritage for future generations, and he has appealed to citizens to take part in the campaign.

रायपुर, 28 अप्रैल 2026/ छत्तीसगढ़ शासन जल संसाधन विभाग द्वारा मोहला-मानपुर-अम्बागढ़ चौकी जिले के विकासखण्ड-अम्बागढ़ चौकी की रेगाकठेरा जलाशय जीर्णोद्धार एवं नहर लाईनिंग कार्य के लिए 2 करोड़ 7 लाख 82 हजार रूपए स्वीकृत किए गए है। प्रस्तावित कार्यों के पूर्ण होने के उपरांत रूपांकित सिंचाई क्षमता 80 हेक्टेयर के विरुद्ध 60 हेक्टेयर की हो रही कमी की पूर्ति सहित पूर्ण रूपांकित क्षेत्र में सिंचाई की सुविधा उपलब्ध होगी। मुख्य अभियंता महानदी गोदावरी कछार जल संसाधन विभाग रायपुर को प्रशासकीय स्वीकृति दी गई है।

रायपुर, 28 अप्रैल 2026/ छत्तीसगढ़ शासन जल संसाधन विभाग द्वारा, बलरामपुर रामानुजगंज जिले के विकासखण्ड-बलरामपुर जलाशय (बांध) निर्माण कार्य के लिए 6 करोड़ 33 लाख 89 हजार रुपये की राशि स्वीकृत किये गये हैं। योजना के निर्माण से 150 हेक्टेयर में खरीफ और 50 हेक्टेयर में रबी सहित कुल 200 हेक्टेयर क्षेत्र में सिंचाई की सुविधा उपलब्ध होगी। मुख्य अभियंता हसदेव गंगा कछार जल संसाधन विभाग अम्बिकापुर को प्रशासकीय स्वीकृति जारी की गई है।

ब्रेहबेड़ा की नन्हीं बच्ची की सफल हार्ट सर्जरी, अबूझमाड़ से रायपुर तक पहुंची उम्मीद की धड़कन

रायपुर, 25 अप्रैल 2026: मुख्यमंत्री विष्णुदेव साय के नेतृत्व में संचालित ‘प्रोजेक्ट धड़कन’ ने नारायणपुर के दूरस्थ ब्रेहबेड़ा गांव की 2 वर्षीय पारूल दुग्गा को नया जीवन दिया है। जन्मजात हृदय रोग से ग्रस्त पारूल की रायपुर के श्री सत्य साईं संजीवनी अस्पताल में सफल सर्जरी के बाद वह स्वस्थ होकर घर लौट चुकी है।‘प्रोजेक्ट धड़कन’ अब नारायणपुर जिले में योजना भर नहीं, बल्कि उन परिवारों के लिए उम्मीद का नाम बन चुका है जिनके लिए हर नन्हीं धड़कन सबसे कीमती है।

थकान से जूझती थी नन्हीं पारूल

अबूझमाड़ अंचल के ब्रेहबेड़ा गांव की पारूल कुछ समय पहले तक जल्दी थक जाती थी और सामान्य बच्चों की तरह खेल नहीं पाती थी। सीमित संसाधनों के बीच माता-पिता को उसकी गंभीर बीमारी का पता ही नहीं था।

फरवरी 2026 में शुरू हुआ ‘प्रोजेक्ट धड़कन’

नारायणपुर जिले में बच्चों के स्वास्थ्य संरक्षण के लिए फरवरी 2026 में ‘प्रोजेक्ट धड़कन’ की शुरुआत की गई। इसका उद्देश्य आंगनबाड़ी केंद्रों और स्कूलों में बच्चों की हृदय संबंधी जांच कर गंभीर मामलों की शुरुआती पहचान करना है। यह पहल उन सुदूर क्षेत्रों तक पहुंची जहां विशेषज्ञ स्वास्थ्य सेवाएं बेहद सीमित थीं।

3000 बच्चों की स्क्रीनिंग, तीन में मिली बीमारी

अभियान के पहले चरण में स्वास्थ्य विभाग की टीमों ने गांव-गांव जाकर 3000 से अधिक बच्चों की स्क्रीनिंग की। तीन बच्चों में हृदय रोग के लक्षण मिले, जिनमें पारूल भी शामिल थी। जानकारी मिलते ही प्रशासन ने तुरंत इलाज की व्यवस्था की। वन एवं जलवायु परिवर्तन मंत्री श्री केदार कश्यप ने इन बच्चों को रायपुर स्थित श्री सत्य साईं संजीवनी अस्पताल के लिए रवाना किया।

10 अप्रैल को हुई सफल सर्जरी

रायपुर में विशेषज्ञ डॉक्टरों ने जांच के बाद पारूल के हृदय में गंभीर समस्या की पुष्टि की। 10 अप्रैल 2026 को उसकी सफल हार्ट सर्जरी की गई। ऑपरेशन के बाद डॉक्टरों की निगरानी में देखभाल हुई। आज पारूल स्वस्थ है, खेल रही है और परिवार की गोद में नई ऊर्जा के साथ पल रही है।

मील का पत्थर साबित हो रही पहल ‘प्रोजेक्ट धड़कन’

कलेक्टर नारायणपुर ने कहा कि ‘प्रोजेक्ट धड़कन’ का उद्देश्य सिर्फ बीमारी की पहचान नहीं, बल्कि जरूरतमंद बच्चों को समय पर जीवनरक्षक उपचार दिलाना है। उन्होंने कहा कि दूरस्थ क्षेत्रों के किसी भी बच्चे को स्वास्थ्य सुविधा के अभाव में कठिनाई न हो, इसके लिए प्रशासन लगातार प्रयासरत है। उन्होंने स्वास्थ्य विभाग, चिकित्सकों और मैदानी कर्मचारियों की सराहना करते हुए कहा कि यह पहल बाल स्वास्थ्य सुरक्षा की दिशा में मील का पत्थर साबित हो रही है। आने वाले समय में और अधिक बच्चों की स्क्रीनिंग की जाएगी।

मुख्यमंत्री स्वस्थ बस्तर अभियान अंतिम व्यक्ति के चेहरे पर मुस्कान और आंखों में बेहतर भविष्य की उम्मीद जगा रहा है

रायपुर, 28 अप्रैल 2026/ छत्तीसगढ़ का सुकमा जिला, जो कभी अपनी भौगोलिक दुर्गमता के लिए जाना जाता था, आज स्वास्थ्य सेवाओं के क्षेत्र में एक नई इबारत लिख रहा है। “मुख्यमंत्री स्वस्थ बस्तर अभियान” के तहत वनांचल के उन हिस्सों तक डॉक्टर और दवाइयां पहुँच रही हैं, जहाँ पहुँचना कभी नामुमकिन सा लगता था। यह अभियान केवल एक सरकारी योजना नहीं, बल्कि बस्तर की पहाड़ियों में बसने वाले आदिवासियों के लिए जीवन का नया उजाला बनकर उभरा है। मुख्यमंत्री स्वस्थ बस्तर अभियान आज सुकमा के अंतिम व्यक्ति के चेहरे पर मुस्कान और आंखों में बेहतर भविष्य की उम्मीद जगा रहा है।

दहलीज पर डॉक्टर- घर-घर जांच और उपचार

इस अभियान की सबसे बड़ी विशेषता इसकी पहुँच है। स्वास्थ्य कर्मी अब केवल अस्पतालों में मरीजों का इंतज़ार नहीं करते, बल्कि खुद पैदल चलकर दुर्गम गांवों तक पहुँच रहे हैं। मलेरिया, टीबी और कुष्ठ जैसी बीमारियों की मौके पर जांच कर रहे हैं। जीवनशैली बीमारियां, बीपी, शुगर, सिकलसेल और कैंसर जैसे गंभीर रोगों की पहचान कर उपचार के लिए प्रयास किए जा रहे हैं।

संकल्प की शक्ति- 310 किलोमीटर का जीवन सफर

हाल ही में पुटेपढ़ गांव से एक मरीज को जिला अस्पताल तक पहुँचाने की घटना स्वास्थ्य विभाग के समर्पण का जीवंत उदाहरण है। कलेक्टर सुकमा के मार्गदर्शन में पोटकपल्ली की टीम ने मरीज को किस्टाराम से होते हुए सुकमा जिला अस्पताल पहुँचाया। 310 किलोमीटर की यह चुनौतीपूर्ण यात्रा केवल एक रेफरल नहीं था, बल्कि प्रभावी काउंसलिंग, समय पर निर्णय और मजबूत फॉलो-अप का परिणाम था, जिसने एक अनमोल जीवन बचा लिया।

आयुष्मान भारत- आर्थिक बेड़ियों से आजादी

मुख्यमंत्री श्री विष्णु देव साय के अनुसार आयुष्मान भारत योजना गरीब परिवारों के लिए किसी वरदान से कम नहीं है। 5 लाख रूपए तक का मुफ्त इलाज अब ग्रामीणों को इलाज के लिए जमीन बेचने या कर्ज लेने की जरूरत नहीं पड़ती। हाल ही में किस्टाराम और मरईगुड़ा के 14 मरीजों के आयुष्मान कार्ड मौके पर ही बनाकर दिए गए, ताकि इलाज में एक क्षण की भी देरी न हो।

आयुर्वेद और आधुनिकता का संगम

छत्तीसगढ़ का 44 प्रतिशत वनाच्छादित क्षेत्र औषधीय गुणों का खजाना है। मुख्यमंत्री ने श्री साय ने पद्मश्री हेमचंद मांझी के योगदान को रेखांकित करते हुए बताया कि कैसे पारंपरिक आयुर्वेद से कैंसर जैसी बीमारियों का उपचार संभव हो रहा है। राज्य सरकार अब आधुनिक चिकित्सा के साथ-साथ इन प्राकृतिक संसाधनों को भी बढ़ावा दे रही है।

जमीनी स्तर पर व्यापक प्रभाव

अभियान के अंतर्गत केवल गंभीर रोगों का ही नहीं, बल्कि सामान्य विकारों का भी पूरा ध्यान रखा जा रहा है कोंटा क्षेत्र के 11 मरीजों को निःशुल्क चश्मा वितरण और मोतियाबिंद का परामर्श, अस्थमा और पैरों में सूजन जैसी समस्याओं के लिए विशेष जांच शिविर आयोजित कर उपचार किया गया।

पोटकपल्ली और मरईगुड़ा जैसे अंदरूनी इलाकों से आती सफलता की ये कहानियाँ इस बात का प्रमाण हैं कि जब प्रशासन और स्वास्थ्य कर्मी सेवा भाव से जुटते हैं, तो भूगोल की बाधाएं छोटी पड़ जाती हैं।

Chief Secretary Shri Vikas Sheel chaired a meeting of the Steering Committee constituted for the Chhattisgarh State Climate Change Action Plan, held at Mahanadi Bhawan on April 27. He directed officials to prepare Gram Panchayat-wise climate action plans to make rural areas of Chhattisgarh resilient to climate change. He also asked departments to propose effective utilisation of available CSR funds for climate-related programmes in the state.

Discussions focused on the functioning of the Chhattisgarh State Climate Change Centre, the implementation of climate programmes across the state, the formation of the State Climate Change Authority, and the execution of carbon credit-based initiatives. Departmental secretaries also reviewed detailed strategies for implementing sector-wise climate action plans.

Additional Chief Secretary, Forest and Climate Change Department, Smt. Richa Sharma presented an overview of climate change, its major causes, and the adverse effects already being observed in Chhattisgarh. Senior forest officials, including PCCF Shri Srinivas Rao and APCCF Shri Sunil Mishra, were present.

Chhattisgarh Ranked First in India in Tree Cover Growth

Officials of the State Climate Change Centre informed that several climate-focused initiatives are underway, with large-scale plantation drives being a key component. Under the 'Ek Ped Maa Ke Naam' campaign, nearly 7 crore saplings have been planted. Under the Kisan Vriksh Mitra Yojana, 3.68 crore saplings have been planted. According to ISFR 2025, Chhattisgarh recorded the highest increase in forest and tree cover in the country, adding 683 square kilometres, securing the top national rank. Officials said the public is encouraged to adopt electric vehicles, while solar pumps are being distributed to farmers to promote the use of clean energy.

Officials informed that the state is actively promoting organic farming. During 2025–26, organic cultivation was undertaken on around 55,050 hectares of land. More than 300 dams in the state have undergone hydrological planning, while sedimentation surveys of 24 major and medium reservoirs have already been completed. Officials also shared suggestions for establishing a dedicated Climate Change Knowledge Centre in the state.

Representatives from the departments of Agriculture and Farmers Welfare, Forest and Climate Change, Water Resources, Urban Administration, Transport, Commerce and Industry, Minerals, Energy, Health and Family Welfare, Revenue and Disaster Management, Women and Child Development, and Panchayat & Rural Development presented departmental updates on implementation of climate change action plan.
